The Iraqis are asking the US to pay 1 billion bucks for damage to Baghdad. Interesting position, but shouldn't Bush get the bill?

Yep. And I'll start ringing a long list of developing countries to tell them they need not pay their external debt if the money was borrowed by an ex president/dictator/strong man (who probably stole a big part of it, anyway).
