I can remember Princess of Fire by Shannon Drake had I believe a whipping scene for something the heroine would not back down from. But I'm pretty sure it's not it as you said the hero was a servant and the hero there I think was a Knight or something.

But wow really makes you think of a lot of whipping scenes I used to read...lol We've come a long way.

I feel pretty sure it's by Rexanne Becnel. When I get home I'll see if I still have the book to check the title, and to see if I'm correct!

Wonder if this is the book? As soon as I saw this Subject Line, I remembered reading this series in the 1980's, as well as the shelf location at my library. It is strange and interesting how visual memory works!

Someone else already suggested it and the OP says that that isn't it because she had never read The Other Eden before.
