Maybe Marion Chesney's Edwardian mysteries or the House on the Square series? She's got a Regency series written as M.C. Beaton that I haven't read yet, but all the others have romantic subplots that stretch over several books. (That may fail the criteria, I realize.)

Oh yes! Ditto on all of these. Garwood's series that starts with The Lion's Lady is one of my favorites. The second book--Guardian Angel--is my favorite in the series. It is also the most amusing of the 4 books.

Don't read Gentle Rogue without reading Tender Rebel first (I like Love Only Once, but I've seen people post on these boards that they don't--the hero is rather an ass <g>--and you don't really need to read it to figure out Tender Rebel). Way back in the olden days (the 90's!), I made the mistake of buying Gentle Rogue without knowing it was 3rd in a series, and I was so bloomin' confused. All of those Mallorys, and then George's brothers get thrown into the mix. At least become one with the Mallorys first before embarking.
