Didn't work for me -- perhaps the book has to be tagged romance to work. (It wasn't Agency.) And annoyingly, most of the books tagged Romance *are* Agency.
ETA: nope, even tagged romance didn't work.

By agency, do you mean category romance (like Harlequin)? Not single title?

No, Agency means the big publishers who use what's called "Agency pricing." There's no discounts allowed on those, so codes don't work on them. At Kobo, if you see a book that's not discounted, it's almost always Agency.
