In the Bed of the Duke and Bedding the Heiress by Cathy Maxwell- Heroes are twins, but were separated at birth.

The Royle sisters trilogy by Cathryn Caskie- not just twins, but triplets! The heroines are all the sort of illegitimate children of the Prince of Wales.

I thought of a couple more:

After the Abduction and Dance of Seduction by Sabrina Jeffries. They are books three and four of a five part series, however you don't really need to read the first two in the series. But I would read these two in order.

The best one I can recall with twins is "Silver Angel" by Johanna Lindsey. set in 1796 off the Barbary Coast. Twins were separated as children -one went to England with his mother, the other stayed and is now a ruler with a harem. The hero must replace him for a while so that the ruler can investigate some plot. Fun story.
